Reps Session Turns Rowdy Over Bid To Summon Tinubu On Budget Implementation
A sitting of the House of Representatives became rowdy on Wednesday after lawmakers disagreed over a move to invite President Bola Tinubu to explain delays in implementing the 2025 budget.
The argument followed a point of privilege raised by Benedict Etanabene, who represents Okpe/Sapele/Uvwie Federal Constituency in Delta State. He complained about a June 29 circular from Accountant-General Shamseldeen Ogunjimi directing federal ministries, departments and agencies to halt payment processing for constituency and zonal intervention projects unless the projects had been vetted by the Federal Ministry of Special Duties and Intergovernmental Affairs.
Etanabene said the directive could slow projects already captured in the Appropriation Act and make it harder for lawmakers to deliver promised constituency work. He asked the House to invite Tinubu to explain the pace of budget implementation and the reason for the new clearance requirement.
The proposal split the chamber. Some lawmakers opposed the attempt to summon the President, while others backed it, leading to loud exchanges that briefly disrupted proceedings.
The issue goes beyond one constituency project dispute. Lawmakers are pushing back against a payment control they say was not part of the budget law, while the executive side is tightening checks around project spending.
