Fubara Presents N1.85tn 2026 Budget To Rivers Assembly

Rivers State Governor Siminalayi Fubara has presented a proposed N1.854 trillion 2026 budget to the State House of Assembly, in a fresh step in the state’s post-crisis executive-legislative reset.

The appropriation bill was presented on Friday before the Assembly led by Speaker Martin Amaewhule. The session also marked Fubara’s first appearance before the Amaewhule-led House since the political split that had troubled the legislature from 2023.

The proposal, titled “Budget of Resilience for Growth and Development,” projects a 24.49 per cent rise over the adjusted 2025 budget. Fubara said the plan would support infrastructure, education, healthcare, security, social investment and stronger public finance management.

Channels TV reported that N413.1 billion was earmarked for recurrent expenditure, while N1.405 trillion was allocated to capital projects. The capital plan includes N533.3 billion for works and infrastructure, N315 billion for education, N105.4 billion for healthcare, N41.4 billion for the State House of Assembly, N30 billion for the judiciary and N19.3 billion for agriculture.

Vanguard’s report put the total revenue projection at N1.854 trillion, with N487.61 billion expected from internally generated revenue and N936.05 billion from FAAC allocations, including derivation funds, VAT and exchange gains. Capital receipts, grants, loans and asset sales were projected at N382.48 billion, while opening and closing balances accounted for N48.11 billion.

Fubara also said his administration planned to raise overhead allocations to ministries, departments and agencies by at least 50 per cent and clear outstanding gratuities and death benefits owed to retired civil servants.

The governor urged lawmakers to approve the bill, saying the government’s focus was on jobs, investment and improved living standards across the state. Amaewhule assured him that the House would give the proposal due consideration before the bill passed first reading.
