Tinubu Picks Ex-Dangote Executive to Head NMDPRA — The Irony Is Glaring
President Bola Tinubu has nominated Rabiu Abdullahi Umar, a senior executive with close ties to the Dangote Group, as the new Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). The move is raising eyebrows — and not quietly.
The Dangote Connection
The irony here is hard to miss. It was Aliko Dangote who, in December 2025, publicly accused then-NMDPRA boss Farouk Ahmed of corruption, alleging he spent between $5 million and $7 million on his children’s Swiss education — far beyond any lawful income. Dangote filed petitions with both the ICPC and later the EFCC. Farouk resigned on December 17, 2025, days after the ICPC confirmed receipt of the petition. And now, four months later, Tinubu has nominated a man with professional ties to the Dangote Group to run the same agency.
Umar replaces Saidu Mohammed, who had taken over from Farouk on an interim basis. Tinubu cited the Petroleum Industry Act (PIA) 2021 as the basis for the reshuffle, framing it as a move to strengthen regulatory effectiveness in the downstream sector. The appointment is still subject to Senate confirmation.
Why It Matters
The NMDPRA sits at the heart of Nigeria’s downstream oil and gas sector — pricing, licensing, compliance. Dangote’s refinery, which has been at loggerheads with the authority over import competition and pricing policy, stands to be directly affected by whoever runs it. Critics are already asking whether Tinubu’s choice signals a tilt toward Dangote’s business interests at a regulatory level.
The presidency has not addressed the conflict-of-interest questions directly. Umar’s backers say his industry experience makes him qualified. His detractors say the optics are terrible regardless of his credentials.
Whether the Senate confirms him — and how much scrutiny they apply — will be the next test.
