Reps Probe NILDS Boss Over Alleged Participation in APC Kwara Governorship Primary While in Office
The House of Representatives has launched an investigation into the Director-General of the National Institute for Legislative and Democratic Studies (NILDS), Prof. Abubakar Sulaiman, for allegedly participating in the APC Kwara governorship primary while still in office.
The probe follows a motion by lawmaker Salisu Yusuf and 12 others, who argued that Sulaiman’s actions raise serious concerns about public service regulations and the political neutrality expected of officials in sensitive positions.
1,722 Votes in Primary
Leading the debate, Yusuf told the House that Sulaiman allegedly purchased nomination forms, underwent screening, and contested the APC governorship primary in Kwara State, where he reportedly secured 1,722 votes — all without resigning from his NILDS post.
“Evidence already in the public domain showed that the NILDS boss purchased nomination forms, underwent screening and contested in the primary election,” Yusuf said.
A petition from the Association of Legislative Drafting and Advocacy Practitioners (ALDRAP) accused Sulaiman of abuse of office and failure to comply with laws governing public officers.
One-Week Ultimatum
The lawmakers noted that Sulaiman did not resign before joining the race, despite provisions of the Code of Conduct for Public Officers and a presidential directive requiring political appointees and officials seeking elective positions to resign by March 31, 2026.
The House adopted the motion and mandated its Committee on Legislative Library, Research and Documentation to investigate and report back within one week. The case touches on the long-standing principle separating public administration from partisan politics in Nigeria.
