Uba Sani Signs Three Landmark Laws to Transform Energy, Agriculture and Climate Governance in Kaduna
Kaduna State Governor Uba Sani has signed three new laws aimed at reshaping the state’s energy sector, agricultural financing, and climate governance.
Deputy Chief of Staff Dr. Mustapha Musa described the package as “the most transformative governance reform package” in the state’s recent history.
Kaduna State Electricity Law, 2026
The law creates the Kaduna State Electricity Regulatory Commission with oversight over electricity generation, transmission, distribution, and supply within the state. It’s designed to bring in private investment in the power sector and push renewable energy adoption — giving Kaduna more control over its electricity supply.
KADFund Law, 2025
The Kaduna State Agricultural Development Fund (KADFund) sets up a dedicated financing system for farmers, cooperatives, and agribusinesses. It will provide grants, soft loans, and technical assistance to boost agricultural productivity and food security across the state.
Climate Change Advisory Board Law, 2026
The law establishes a state-level Climate Change Advisory Board to develop and coordinate climate action strategies, promote environmental sustainability, and attract climate finance. It puts Kaduna among the first northern Nigerian states with a legal framework for climate response.
The three laws signal a push by the Sani administration to tackle structural gaps in infrastructure, agriculture, and environmental planning. The electricity law, in particular, is expected to attract independent power producers to the state, potentially improving power supply for businesses and households.
Kaduna joins a growing list of states taking advantage of the constitutional amendment that lets sub-national governments regulate their own electricity markets.
