NCC Begins Registration Of SIM-Enabled Devices, Targets Illegal Imports

The Nigerian Communications Commission has begun registering and authenticating SIM-enabled devices as it moves to tighten checks on illegally imported and non-compliant communications equipment.

The regulator said the new system will create a central record of devices operating in Nigeria and stop unregistered equipment from working on mobile networks. The policy covers SIM-enabled devices imported, sold and used in the country.

NCC spokesperson Nnenna Ukoha said the framework is tied to Type Approval rules, which require communications equipment to meet technical and regulatory standards before sale or use. The commission is using a Device Management System to check compliance electronically and monitor the device market.

The first phase will involve the Nigeria Customs Service, original equipment manufacturers, importers and market associations. Existing devices will be onboarded under the plan, while new imports will need registration before they reach the market.

The NCC said the move is backed by Section 132(2) of the Nigerian Communications Act 2003, which requires licensed service providers, equipment manufacturers and suppliers to obtain approval before communications equipment is sold or used in Nigeria.
