NCAA Fines RwandAir N15m Over Baggage Complaint

The Nigerian Civil Aviation Authority has fined RwandAir N15m after the airline failed to resolve a passenger’s baggage complaint within the required period.

The regulator also directed the airline to replace the passenger’s damaged bag and pay $170 as first-need compensation under Part 19 of the NCAA Regulations 2023.

Michael Achimugu, the NCAA’s Director of Public Affairs and Consumer Protection, announced the sanction on Friday. Vanguard and Punch both reported that the case centred on a delayed response to a baggage complaint rather than a wider operational suspension.

The NCAA said the penalty was part of its consumer protection enforcement in the aviation sector. Punch reported that the authority had also sanctioned five domestic airlines earlier in 2025 over separate infractions.

For passengers, the decision means the airline must address both the regulatory fine and the individual compensation order linked to the damaged baggage.
