Millions Hit as New Airtime Rule Disrupts USSD Banking Transfers Across Nigeria

Millions of Nigerian bank customers are struggling with USSD transfers after a new rule kicked in requiring airtime on your phone line before you can use banking codes. Even if you’ve got enough money in your account — no airtime, no transfer.

The change has caused widespread frustration since it took effect. People with decent bank balances but zero airtime credits are stuck, unable to complete basic transactions. It’s hitting the most vulnerable hardest — USSD is the go-to banking channel for millions who don’t have smartphones or reliable internet.

Punch Newspapers reported that the development has left millions stranded, while Legit.ng confirmed the new requirement is causing glitches and failures across multiple banks.

The Central Bank of Nigeria and telecom operators haven’t issued a joint statement on the situation yet. Banking and telecom sector observers say the policy appears to stem from the long-running tension over how USSD session costs are split between banks and mobile network operators — a disagreement that’s been simmering for years.
